Formula: Enchant Weapon - Icy Chill. The drop rate is extremely low, so if you want it real badly... Be willing to pay out a lot of gold for it in the Auction House.
Update: Various conflicting information from GMs over the years about the fate of the enchanting recipe has left many confused. At this point, I would treat it as a retired recipe.
