This version of Kun Autumnlight offered daily and one-time quests for the Golden Lotus prior to patch 5.4. He was one of many casualties when the Vale became corrupted.
He is now only seen once, when a player is on the quest A Witness to History (A) / A Witness to History (H).
[Arguments have cropped up as to whether Kun Autumnlight actually perished or not, so I'm striking a part of my comment until it's cleared up.]
