I got this via Pick Pocket on my rogue alt last night from Mokrik Blackfingers, though I imagine it could be obtained from any of the mobs for the phased 90 areas of Blasted Lands.
Using this item summons Griftah. The player will have the option of fencing their goods to him and in return receive Dingy Iron Coins.
You can use the item without breaking stealth. However, interacting with Griftah will cancel stealth.
Griftah will stay for approximately 1 minute after being summoned, then sneaks away and despawns. An emote will appear: "Good seein' ya." (Possibly bug or typo - Griftah's name is left off.)
Griftah will include any fence-able items in your bank along with what is in your inventory. If you want to find out exactly how many Dingy Iron Coins an individual fence-able item is worth, you'll have to pickpocket an individual item and then fence it before pickpocketing any more fence-able items. Or you can destroy the 'excess,' but who likes deleting a blue or a purple?
Dingy Iron Coins are used for the rogue-only weekly quest - also offered by Griftah - Da Big Score. Griftah will give you about 250 gold to have those coins back. Troll business is complicated, apparently.
The next quest is If You're Sure. PLEASE NOTE THAT THIS IS ONLY FOR DUMPING EXCESS. Do not bother grinding out 5,000 Dingy Iron Coins for a measly 10 gold reward. You are much better off waiting till the next week to complete Da Big Score (worth 250 gold) again.
Don't be confused by the drop rate percentages - they are skewed by people who already have a whistle.
If you do NOT have a secretive whistle yet, the drop rate will be 100% the first time you pickpocket one of these mobs.

NOTE: You can only fence items that you have pickpocketed. If you have none, you just wasted a CD.
