Posted Mar 13, 2013 (Patch 5.2.0)Haunting Spirits are analogous to Tier 14's Blood Spirits. You can obtain them by disenchanting raid gear from Throne of Thunder Normal or Heroic.
[EDIT: Hotfixed] At the time of writing this comment, disenchanting ToT LFR gear will generate Haunting Spirits, but this may change in the future (you were at one point able to get Blood Spirits from Tier 14 LFR gear too but they changed it pretty quickly.)

Posted Mar 24, 2013 (Patch 5.2.0)It was quickly hotfixed this time around as well. Haunting Spirit is now obtained only from disenchanting non-LFR raiding gear in Throne of Thunder.
