You can't skin Heavy directly, but instead must combine  Savage Leather to make this.  There were a lot of useful places to farm  Savage Leather in Cataclysm, but nowadays the best place is to head into  Firelands and skin the packs of scorpions and turtles near the entrance, and then reset and repeat.
