Originally an ammo bag, it was converted into a normal one in Patch 4.0.1 for those who still had it. The leatherworking crafting spell was removed even from those who had already learned it, so the only way to obtain this is if you can find someone who had one crafted prior to the patch and is unused. (Highly improbable you'll find that person, however.)
