Horde Burn It Up... For the Horde!
Use the Flaming Torch to burn the Eastern Alliance Cannon and the Western Alliance Cannon, and then return to Megzeg Nukklebust in Thrallmar.

Description
I'm a lucky, lucky goblin. I get to make explosives and killing machines, knowing they'll be used immediately on important missions!
Speaking of missions, I just got one from Thrallmar command: burn the Alliance cannons on the far side of the Path of Glory... the ones pointing dangerously close to Horde fortifications. Take this torch and make your way to each cannon. Fire the torch and watch the sparks fly!

Posted Nov 6, 2016 (Patch 7.1.0)I just did this quest looking for the Nature-Stitched Kilt. All I was offered for rewards was 2G. There were no items.

The only thing I can think of is that there isn't a plate armor quest reward, so if you completed the quest on a plate-wearing class... then maybe you wouldn't see anything other than the gold? But you mention that you were specifically going for the leather kilt, so you were likely on a character that wears leather to begin with...
Log on to a character that uses leather and open the Appearances collection. Go to the legs section and search for the kilt. If it's not there, then you may want to see if a GM can assist you.
