"Dusty" Brandom is located on Darkmoon Faire Island, at the top of the hill where players are teleported to when entering the instanced zone.  The gnome courteously offers Darkmoon Strider for players who do not yet have the ability to ride a mount.  The strider despawns after the player leaves the vehicle, so it's only good for shortening the amount of time it takes for low-level characters to actually reach the faire grounds.
