Isle of Thunder. They are used in sets of three to summon the nine different Champions for the 150 Valor weekly Champions of the Thunder King (Alliance / Horde).

However, Blizzard has stated that the chances of getting more than one to drop are very low. They do not state which sources they are referring to though, as clearly some sources are immune to this rule.
