Posted Dec 10, 2012 (Patch 5.1.0)Do not fish any pools of fish; cast your hook in open water where noteworthynerd stated. Also, be prepared to fish for a while - the dojani eel has a low loot rate.
This quest is possible to do even if you start out at a fishing skill of 1.

Posted Oct 10, 2012 (Patch 4.3.2 or earlier)Another straight-forward quest, simply fish up 7 of the dojani eel from the river north of Angler's Wharf.
Once you've fished up 7, return to Fisherman Haito.
