In Warlords of Draenor, this item will be added to the new Toy Box feature and no longer take up a bag slot. You will be able to "use" the item straight from the Toy Box interface.
The Toy Box will be account-wide and therefore so will this item.
This is a rare-quality Draenei archaeology project. It requires 124 x Draenei Archaeology Fragments to solve, though the player may use up to three Draenei Tomes to help finish it.
Using this item will trigger a short event, depicting a naaru appearing in the midst and three eredar (awkwardly) walking to it. The event refers to the period of time before the wholesale corruption of the eredar by Sargeras, the Fallen Titan. Sargeras seduced the people of Argus (the draenei's original home-world) with false promises to transform the eredar into an even more powerful race of beings, with the goal of unifying all the races of the universe, but in return would serve him by spreading his universal union with every world they touched. Two of the eredar's triumvirate of leaders, Archimonde and Kil'jaeden, along with two-thirds of the eredar population, took the offer. Velen did not, seeing through his "Sight" the true nature of the Fallen Titan's plot.
Velen's prayer for guidance lead to the first encounter with the naaru. The item's event probably symbolizes the second -- larger -- encounter, where Velen and his followers had gathered themselves "to the highest mountain on Argus, during the longest day of the year."
It's unfortunate that Blizzard gave players such a bare representation, but not surprising. Redoing the entire 1 - 60 content for Cataclysm was such an intensive process that the video game company simply ran out of time to do other things. I can just imagine how it went for this item... "Showcasing the coming of the naaru would be a nice lore moment... oh it has to be quick? I guess I can stick in a naaru and three draenei models that walk very fast, with two sound effects to cap it off."
