Posted Aug 21, 2016 (Patch 7.0.3)The equipment scales down in item level for lower-level characters. The weapons can be Warforged provided that the character is below level 100. At level 100 they cannot be Warforged but can be up-graded to item level 725 with
Coalesced Fel. The armor can be Warforged in all cases but are not up-gradable.
Waist, wrist, hands, and feet are looted from Small Legion Chest. The other slots are looted from
Large Legion Chest only.
