Quick and dirty guide to shirts!
Shirts are items which can be equipped in the Shirt equipment slot on the paper doll. Prior to Cataclysm, every character was provided a shirt - as well as a few other very basic items - to wear. (This is why you may see a shirt listed on the Auction House for a ludicrous gold buy-out - they are unobtainable and thus a limited supply to meet demand. This is particularly true due to recent changes that accommodate the new Appearances collection feature.)
Prior to today's systems patch for Legion (also called a pre-patch), only a few shirts would bind to the character and not many more than that were of better quality than common (a.k.a. white). Now, every shirt is at least uncommon (a.k.a. green) and Bind on Equip (BoE). Bind-on-Pick-up shirts have not changed.
Where can you acquire shirts? From your friendly
neighborhoodrealm tailor! If your realm isn't so friendly, you can also buy the needed 15 shirts for the achievement from various vendors spread across Azeroth (and in Azeroth's past, too).* If you belong to a guild AND have the appropriate reputation with that guild, you can buy up to 9 different shirts from a Guild Vendor like Mirla Silverblaze
* If you completed quests in Brawler's Guild and destroyed the shirts that were awarded... congrats, they are already in your wardrobe! (Or ought to be, since they were quest rewards. Bugs do happen.)
* Travel to Old Hillsbrad and buy from Thomas Yance. 5 shirts for 5 copper pieces total! Can't be beat!
* Racial shirts from racial quartermasters in capital cities!
* Faction-restricted shirts from vendors at the Argent Tournament in Icecrown, Northrend!
Or hit up the Auction House, it's probably flooded right now.
